Dems are chomping at the bit for this as 90% of convicted felons are dupes for Dem rhetoric/agenda. WDC, Maine, Vermont already guarantee incarcerated felons the "right to vote." Look for this provision to be included in the next "Voting Rights" or "For the People" bill, and if Congress blocks it, there will surely be a Biden EO.
Putting a ballot, requested or not, in the hands of each convicted felon, combined with universal, inside-prison-walls ballot harvesting and on-the-spot "ballot curing" by federally paid "volunteer" Dem agents, remains the ultimate Dem wet dream.

Stupid anti-slavery laws passed in many states have made it illegal to even make prisoners work without pay. Chain gangs picking up trash on the side of the road is a good deterrent.
