With the advent of Medicare/Medicaid Pay-As-You-Go healthcare plans, and therefore limited government funding (but unlimited government coercion), healthcare providers were forced to accept government contracts, where in some years government paid only 35-45% (Medicare) and 18-20% (Medicaid) of billed costs. Private insurance plans and contracts paid considerable more than that, up to 90% or even 100%, in the case of self-pay. As providers accepted more and more Medicare and Medicaid (grudgingly), the income they needed to pay costs, salaries and capital investment dwindled. To make ends meet, billed costs were adjusted upward, and obviously, healthcare insurers were bearing the greater burden of payments. Each year, then, with each negotiated government or private contracts, costs escalated, spiraled, actually. The end result is that private insurers subsidized Medicare and Medicaid payments. That is, insurers were paying the costs for Medicare-Medicaid patients, not government.
I tried explaining this to Socialist Obama, but in his now famous (or is it infamous) speech of 2010, he stated that Medicare was subsidizing private healthcare insurers. All of Congress then stood up and applauded. I WAS FURIOUS!!
What I'll always wonder: Did BHO intentionally turn the subsidy relation around, or is he simply incapable of understanding the economics of it?

To explain the gutting of the American healthcare system, let me first explain that I worked in the industry in the 'eighties, researched and studied the situation, and due to my math background, as other wise persons also knew, realized what was happening.
And that was this: Providers---hospitals, clinics, and doctors---contract with the government, and private insurers, to discount prices and rates. The Medicare contractual was upwards of fifty percent off, and Medicaid up to 70% discount. Contracts with private insurers were not even close to those amounts. The upshot is that in order to stay in business, providers had to raise their prices to extra-governmental payors. So, in essence, private healthcare insurers were subsidizing Medicare and Medicaid. (Private pay was never contractualized.) Pretty easy to understand, right?
But as an unwilling 'advisor' to the government, at that time, I explained all this. Yet in his September 2009 speech to Congress, Obamma perverted the concept, actually twisted the rationale and reasoning, and said that private insurers were subsidizing Medicare and Medicaid. Which was evil itself, as it was anti-math and anti-reason.
But even more evil, and this is when I realized there was rottenness in this country, ALL OF CONGRESS stood up and applauded! Applauded the perversion of reason itself!!

But also signed an NDA to not disclose.
If they would have went to court. Vaccines for children would have been on shaky grounad.
My understanding is that Autism is now officially listed as a side-effect of vaccines because of this case, and that immediately exonerates the drug companies!
