Manning refused to testify in the secret grand jury proceeding but said she would testify in a public setting. Unless there is something to hide on the goverments part -- why not. Afterall all of this was, as Manning indicates, gone over in the Court Martial and a matter of record that could be used for the grand jury.
As a result of her stance, she is back in jail until she either testifies or the grand jury end.
