All plants should be legal to cultivate and consume. Spend time on arresting the people who violate individuals rights or property.
    Focus on violent offenders.

Where is common sense when you need it.
Marijuana has been in common use for years. If someone hasn't done so themselves, they know many who have and can observe that it is not "criminal" in nature.
The Republicans could score a huge win if they embraced and led a full legalization effort. It is consistent with their limited government stance on most other matters.

Nullification was also strongly supported by Thomas Jefferson, who encouraged the use by states to remind the Federal government when it overstepped the bounds of its authority as established in the Constitution. Marijuana has now created a red line between Federal law and state law that is being tested. To the credit of the current Federal law enforcement, they have concentrated on illegal growers and distributors in accordance with the laws of each state, rather than abide strictly by Federal statute, except where crossing state borders occurs..

Trump has signaled that he is considering dropping marijuana off the illegal drug list, and letting the states decide for themselves whether to legalize use or not. California, Colorado, and Washington are all finding keeping the cartels out of the legal market overwhelms their law enforcement capacity, so providing Federal aid against the criminal element wouldn't be refused, and would better focus enforcement where it belongs.

As for decriminalizing other drugs, that may be a problem, primarily for the effect those drugs have on society in general. Just like there are functional alcoholics, who consume heavily but stay off the road when intoxicated, there may be functional users of cocaine (and in fact it once was a legal OTC medicine), but I can't conceive of functional users of methamphetamine or heroin.

Making a drug legal doesn't guarantee safety. The prescription opioid crisis, with over 60,000 deaths annually is proof of that. A strategy to deal with the consequences of drug legalization should be a requirement, not just how to provide and sell it.
