"Draining the swamp" means more than firing bureaucrats. The swamp includes an incestuous relationship between government agencies and ideological viro activist organizations feeding off government funding and power in the name of "science". Democrat administrations typically bring in the worst radicals to run the agencies; at the end of a President's term some of them go back to their government-funded activist organizations and some stay on as protected civil servants who can't be easily removed.

This revolving door connecting these organizations to government agencies within their collaborative swamp has been routine for decades.
