Howard Roark and John Galt would shudder at the thought of the government as granter of Rights to individuals/ I reasonably sure they don't even like the idea of the government as the protector of rights, given the way government prostitutes everything it touches.
The Constitutions originally limited what the central government could and should do and well as putting limits on the ability of the individual states to impact rights of citizens.
Times are changing and not for the better.
