The principle behind the Laffer Curve does not state that "if you lower taxes, revenue goes up". Instead it says "Starting from 0%, raising the tax rate produces more revenue. Sometime later you reach a point where raising the tax rate increases revenue by less, then has no effect on revenue, then eventually results in total revenue going down as the tax rate goes up. At a 100% tax rate, revenue will be very close to 0%, which is what it was at a 0% tax rate.
