Give food trucks freedom to operate
From the article: "Earlier this year, government agents showed up at Rafael Lopez’s business unannounced. They told him that he had to shut down immediately, or face up to $2,000 in fines per day. He was devastated — he’d sunk a good chunk of his savings into opening El Bandera Jalisco, a food truck that he operated on private property on Broadway."
While this protection does exist, it is rare.
The real purpose is to protect existing businesses.
The problem is not so much the payoffs, rake-offs, taxes on monopoly profits, and bribery that can be given by existing business to government regulators, the problem is the attitude of mind of entitlement to protection from competition.
They have actually done studies that show, the more restaurants in a city block, the better all the restaurants do overall.

I live in a state where each newsagent, pharmacy, and many others are protected by not allowing competitors within hailing distance. Then I went to SE Asia. There you have clusters of PC shops, tailors, motor parts suppliers, jewelers, food stalls,..
Yes this would increase discretionary spending on each as, while you may have to drive or take a bus, you are sure of getting a choice.
In Obama's Chicago, they would've just had him killed.
