Come on guys; just eliminate the regulation that stops competition across state lines and the whole HHS thing is no longer needed.

More regulation to deal with the negative effects of bad regulation. In this case I can see no positive effects of the legislation in the first place. Just allow insurance agencies to sell anywhere to anyone and competition would drive down prices faster than anything you can do.
