This article is full of conditionals, and presents opinion, not evidence. It basically boils down to: TSA subcontracts Preventative Maintenance and does not run Quality Control tests on its own. This does not mean that the instruments and processes do not work, just that you can substantiate you have followed a commendable SOP to verify their operation.

They should hire a company to do the screening and measure them on audited security performance (denominator) and passenger satisfaction (numerator). Incentive fee, based on maximizing this value.

It is so interesting that people supporting the socialist progressives do not associate the behavior of the TSA (or other agencies) to government, and continue to support more power to the government. The biggest lie of the progressives is that they can fix it with more government.
The feature people find so abhorrent in capitalists is so controllable to reach an objective it is like fish in a barrel. However, these people don't want to leverage this powerful, inherent force to achieve a goal. They prefer to design a Rube Goldberg government contraption.
One approach I use with people I'm arguing with to get them to come around is to ask if they prefer sail boats or motor boats. (Typically you can tell the bias). When they say sail boats, I ask them why they then chose to apply motorboat features to government, rather than just leveraging the wind. This often precipitates an interesting discussion.
In getting a company in compliance I've personally seen that setting up standards and showing evidence that said standards are met and or exceeded in PM and QC in manufacturing environments which in turn could be translated into other environments. If one sets standards and proves they are done success can be achieved. But this is government work to me the question should be can they handle it.
I have no doubt that it is possible, just that ISO 9001 by itself is inadequate. Also agree that a government agency is unlikely to perform to an objective beyond next year's funding.
The difference between industry and government is the difference between food and poison. The goal of industry is to produce efficiently and create time hence profits. The goal of government is to waste as many resources as possible including time and to annihilate efficiency and competency whenever they see it SO THAT there is more "funding" next year because the manager has shown a "need". Production vs. thievery....that's why government can't do anything correctly. It would be self-destructive.
That's why I put in my statement can they handle it. I know most here could go along way in fixing government however a complete overhaul which the establishment would not allow. I was only giving an example of how this one part of our current system could be repaired.

If I was king, I would disband the TSA, the DEA, and probably a few more agencies (probably a big part of the IRS, and for sure the DOT) on my first day- before I was killed by either the cartel or the government DEA people. I would let the airlines do their own security- they have the most to lose
Is this a surprise? I retired after 27 years in a state prison system and was a weapons instructor and training academy trainer and just turned 50. Back in 2002 when the TSA first got running I applied for a job and was rejected because they wanted to train their people their way. I guess they didn't want retired cops and correction supervisors who know a few things about security.

Old dino retired as an annually trained corrections officer of 21 years back in 2003 and have worked for 4 different private security companies since, now fully retired (if for now). Most people do not realize how huge the security industry is and how highly competitive it is. I've worked all kinds of posts and the number one concern has always been losing a contract to another security firm. I've seen this winning and losing of contracts happen a lot. I've also seen it keep security supervisors and officers on their toes. TSA personnel does not have this sort of pressure on them at all. Come to think of it, I've seen some sorry state corrections officers with lazy attitudes. One such character even made sergeant just before I retired.
Like any other job ALL, reduce the standards to hire more people and the slugs come out of the woodwork! I trained far too many in weapons safety and range qualification who should never have been allowed to hold a gun! My department got to the point all you needed was a heart beat to qualify and I got out!

Toward the end of my DOC career, it was not unusual for me to be in a day room filled with inmates while the watching officer up in the glass-enclosed cubical was nodding off due to mandatory overtime sleep deprivation. I lost count of the times I had to tap glass with the tip of my stick.
It really isn't near as much about profiling as studying body language and looking for tells. Those people are even faster at getting people through security than all the gizmos employed by TSA and far more effective - not a single terrorist has ever gotten on a plane flown out of Tel Aviv.
Isn't studying body language and tells a form of profiling? Either way, whatever you call it -- it works. Why can't we use that example and train our people in a method that actually works?
