I live in Earthquake country, and the first thing that comes to mind is "That sounds a lot like the stuff that I have in my earthquake kit."
As far as hiring someone with the creds to liaison with the Department of Homeland Security? Um, well, yeah, that part is a little weird, but as this is the Fed Bank (right?, I'm from Canada, so not 100% sure), if they had an earthquake at one of their centres, I am assuming that they would want assistance immediately, and who better to organize it for them?
Honestly, I am not seeing quite the level of conspiracy here that you guys are. Maybe it's just my Canadian outlook, I don't know?
The Fed is a bank, with several branches. One would expect that they would have redundancy in their electronic records, so that any specific location that had a calamity should have a disaster recovery option that would not include these types of items. While some locations also store gold and other precious metals, it would seem that protection of that would be coordinated with law enforcement or the national guard, not to be conducted by themselves. So, if they cannot rely on the local law enforcement or national guard, what are they planning for? Doesn't seem to be a "natural" disaster.

Were I an institution that could destroy the country with currency manipulation, I would rely on those who benefit from it; yes, the government. Nevertheless, if there is an "emergency," I would also prepare my own defenses............. As an individual, I cannot conceive of relying on the feds or the military. I know my local police and they understand that I will protect myself, relieving them of the burden.
Think back on what the Federal Reserve is, and how it came about.
It's a racket. Even Ayn Rand did not seem to appreciate fully the kind of racket it was--for in Atlas Shrugged, she seemed to think the Federal Reserve was part and parcel of the government.
I'm well aware of what it is and how it came about. But what would make that any more necessary of this level of armament/protection now? Few really understand the role that the Fed will have had in our downfall, and those that do predominantly will have benefited and protected themselves from that downfall. On the other hand, they do have some reserves of gold and silver that might be worthy of increased protection, but why wouldn't they be counting on gov't protection? Unless they don't think that gov't protection will be forthcoming or sufficient.
