Is "Lost Pleasure" a part of an item's REAL value?

Short version: should a government attempting to restrict consumption of certain foods be required to take into account the "lost pleasure" factor?

    It seems obvious. People would be willing to part with their money for those foods, so they must get some pleasure or something out of them, value that will be lost by rules preventing people from trading.

    We can look at ancient examples of this... j/k, we don't have to.

    But I agree completely. It seems like a slam dunk. If a willing food buyer and seller would have made a deal, there was value there.
