Wow, sounds like Pendulum of Justice doesn't it. I knew the the Patent Office (PTO) purposely denied or delayed patent applications that they thought they would get political flak for. I have even had examiners tell me they were not going to allow a patent application because they did not want to see it on the front page of the New York times.
The Patent Office has always had the ability to classify a patent application Secret, but I've only heard of it doing so when the invention had military uses. This is something new and needs to be stepped on, hard.
They don't even have to actively interfere. The mere allusion that it might lead to increased scrutiny is enough to cause the bankers to reject a client.
The situation with the Patent Office is what's causing many Innovators going on You Tube to disseminate their ideas to the public. A number of these inventors state that they could not make any money waiting for a patent. So, it is better if everyone has the information. There will be a breakthrough and everyone who has the some skill could build it or print it on a 3D Printer. So, if almost everyone has it the government would be hard put on trying to confiscate it.
The problem is not dissemination the problem is property rights. Without property rights in your invention it is hard to raise capital and therefore get the invention into the marketplace.

That is true, cronyism is happening now anyway without concern for property rights. On another entry on the Gulch dealing a supposed discovery at Drexel University of clay material for storage of electricity. But, upon reading the linked article is just composition for Graphene. There are a number of hobbyist that have videos on You Tube showing their experimentation with Graphene and they're not making any claims of discovering anything new!
