The last quarter goes into the pockets of the revolving door of lobbyists and dirty Congress Critters.
To be fair, two comments:

Jo Nova's summary of it is good. It is not as pompous as many gov reports- no list of authors except the name Ted Cruz.
2. The technique used appears to be word/ expression search. Comments on the JoNova site question the validity of that for science but it does give a fair representation of what people think.
Does this bias in funding really distort the work of real scientists?
Maybe, not as much as you may think as grant applicants, after a few months, get wise on how to fake it. They slip in a sentence and words they know are needed, no need to place carefully or integrate, the computer doing the search does not evaluate or care, just clocks up the count of correct words.
FFA implies a question that JoNova does not ask:
How much money, if any, should gov spend on (scientific) research?
Later I found that a new 'study' undertaken by government had shown that birth control pills did not cause cancer. As you surely must know, HRT and birth control pills have the exact same ingredients, and I suspect in the exact same proportions.
So which do we believe?

So I relate Musk to Columbus.
Basically, Musk is in a class by himself. I compared him to Columbus, because Columbus didn't know what he would find, either. The Age of Exploration was one of the greatest periods in the advance of mankind. And Magellan, too, who didn't know how far it even was across the Pacific. He thought it would only take about a month or so, and it took five months to cross the Pacific.
No character in AS comes even close to these explorers and adventurers. Even Gil Eanes, who figured out how to 'double the cape' at Bojador, by sailing west around the parts that interfered with navigation.
Anyway, who's really asking? You, or are you 'asking for a friend'?
I may have to do some re-reading in my copy of AS. I first read Ayn Rand (my first job at 15 was as a librarian; I had access to all the donated books before they were issued) at 15, The Fountainhead.
I may do some reviewing. The essence of her philosophy will always stay with me; but some details I've forgotten. I go back occasionally and read Galt's message on the radio every once in a while though.
But I've had other things to do (and study) in my life. As you can see if you read my comments.
