I would think air disbursement would be very expensive, wasteful and ineffective. There are too many variables to accurately control overall coverage area, wind, wind speed, wind direction, atmospheric heat/cold, weather conditions, etc.
Now, if this were released in a mall, supermarket or sporting event, just as terrorist would do with poison gasses, it would be more effective, but still not a good delivery method.

If I run up to somebody on the street and spray a mystery concoction on them I understand that's basically assault. I could earn a knuckle sandwich if I do that, right? If some bastard ran up and sprayed one of my kids I'd get quite uncivilized.

So now those who take great pride in imagining themselves as being our betters you betcha thay are going to be quite sneaky when they spray us. That way, let's say, if X-amount of young healthy people start dying of blood clots, well, the government won't even need deniability if no one knows what the hell is going on.
I'm reminded of a dude I wrote about a few times when I was a newspaper reporter for 7 years during the Seventies. That dude kept trying to sue a neighboring town within our same county for his repeated allergic reaction to mosquito spray.
When I got another job and moved away, I don't think I gave him hardly another thought.

No government should be trusted with the discretion to do anything. It never has the motivation to protect its citizens, but rather to protect and expand its reach into their lives and finance these expenditures with extortion.

I have also heard scuttlebutt the cabal has floated the idea of contaminating beef with mRNA poisons. Knowing the prepers amongst them are the most resistant to voluntarily taking their poisons and almost certainly beef-eaters.

These experiments were withheld, until we realized that MASKS don't work to protect you from Aerosolized Particles.
