Seems to me that these ideas were popular among some of the left of a generation ago, that part of the left that promoted individual freedoms per libertarianism as distinguished from free markets and free trade. They predicted resultant disasters, they were right.
The left has moved to occupy the freedom for drug taking but not for unacceptable consequences to be recognized. They forget that there is no individual freedom with all powerful government.
