"...[N]othing is more essential, than that permanent, inveterate antipathies against particular Nations, and passionate attachments for others, should be excluded; and that, in place of them, just and amicable feelings towards all should be cultivated. The Nation, which indulges towards another an habitual hatred, or an habitual fondness, is in some degree a slave. It is a slave to its animosity or to its affection, either of which is sufficient to lead it astray from its duty and its interest. Antipathy in one nation against another disposes each more readily to offer insult and injury, to lay hold of slight causes of umbrage, and to be haughty and intractable, when accidental or trifling occasions of dispute occur. Hence frequent collisions, obstinate, envenomed, and bloody contests. The Nation, prompted by ill-will and resentment, sometimes impels to war the Government, contrary to the best calculations of policy. The Government sometimes participates in the national propensity, and adopts through passion what reason would reject; at other times, it makes the animosity of the nation subservient to projects of hostility instigated by pride, ambition, and other sinister and pernicious motives. The peace often, sometimes perhaps the liberty, of Nations has been the victim.

In translation this is my interpretation. George Washington is telling USAll that our country is best served by having a foreign policy that is consistently focused on USA’s self interest. We are not aggressors but we will defend our freedom to our oppressors peril.
We slide down a slippery slope when we get emotionally reactive to other nations either friend or foe. We should be benevolent and support the individual and his/her God given rights across the globe with consistency. The same should be said about states.

Of course our #1 GW assumed that the leaders
We elected actually operated with in the will of the people and that our vote counted. It’s easy to see most of Con gress They Do not have our interests
at all. It is like they are agents of other countries.

It's all right to buy foreign goods, if they are well made and worth the money ,PROVIDED it does not involve a violation of any rights. That is, it's normally okay to buy foreign goods--but not those made in totalitarian states, which exist for the purpose of enslaving the people there, and whose governments take the money that is paid for the goods.

When it dawned on me that Big Daddy Bush wanted to be President of the World, I opened my eyes and started paying attention. I must admit none of what is happening is a surprise to me. Now I am a Texian and this all bothers me greatly.

I wish I understood the text. Dobrien's summary sounds plausible to me.
My understanding is the nation state, as opposed to the city state, was a new thing in Washington's time. So when he says "Nation" I wonder if still sounded like a somewhat new concept.

I think of US as not a "nation" in the sense of the Latin root "natus" meaning born because US is based on an idea of liberty, not where you were born. I think of US as being for all humankind who seeks liberty. I'm not sure how Washington would have seen it. Maybe he's just happy to have a real nation because earlier when people said they would turn philosophical ideas of liberty into a functioning country, it sounded like dreaming. Maybe he's emphasizing they won, and it's real, and it's nothing like other kingdoms in the world where people arbitrarily love one where they were born and hate the neighboring countries.
