Too many questions. Headlines immediately following the murder stated that the officer involved would not be charged and that an investigation was pending. Why conduct an investigation if it was already decided no one would be charged???

I understand that the Secret Service are an elite group, well certainly disciplined enough to see that the woman was not armed or aggressive,
and they would not usually be in uniform, low key, so would not be taking any initiative without a threat to who-ever they are guarding.
