They routinely do that when there is a disaster. I know that because I busted such an airspace about 20 years ago - landing my Aeronca Champ in the middle of a flooded region. I remember waiting for the Army caravan to get out of my way before I touched down on the strip...haha....

The FAA typically does this, though. In this case it was an exploding RV...
