The specifics: Hammer and Scorecard . .used by US intelligence analysts for . . attacks on foreign voting systems, .. eg . . Dominion voting machines.
When used for "attacks" these voting machine systems leave no electronic fingerprint.
I conclude from NT Times data . . .that the software algorithm manipulated votes counts of between 1 to 2% at precinct to favor.. Biden .. in real-time ..to maintain close parity among the candidates so not raising red flags.

My comment from JoNova- the Trump vote was so much larger than they expected that the machine method had to be used to a greater extent than planned - so it did cause red flags.
