If someone in a city of one spoke, would there be a sound?(little play on a old question. Very little)

I wonder if they use Robert's Rules of Order
at city council meetings. -- j

p.s. I had a rowdy meeting the other night,

p.p.s. there are probably few complaints
from the neighbors when a cigar is lit on
the porch, in the evening.
