The entire notion of the Legislative Branch imposing restrictions on the Executive Branch as to whom must be retained, etc. is a violation of the Separation of Powers present in the Constitution. While its not a good idea to simply fire everyone manning a bureaucratic post every time a new President is sworn in, the President must be able to run the Executive Branch to perform his duties. If the Legislative isn't satisfied with how the President is doing things, they are welcome to dissolve the bureacratic Agency they created in the first place or simply defund them.
