Time to seal the deal on USMCA

"The time is ripe for the Trump administration and the Democratic majority in the House of Representatives to forge an agreement for approval of the new North American trade agreement, called the U.S.-Mexico-Canada Agreement, or the USMCA."

Someone correct me if I'm wrong but I thought USMCA was a treaty between the United states, Mexico and Canada. if that is the case, The president doesn't need the Democrat Majority in the House to agree to anything. The Senate "Adise and Consent" is the only thinkg Trump needs. The huse has no say in it.
On the other hand if it is proposed legislation then the House and Senate get to mark it up and screw it up with their stupid additions and deletions to a Tripartite agreement already agreed to in principle by all parties.
So which is it? A treaty or a Law?

    I am pretty sure you are correct. That's the way I recall it. I hope it is the former and not the latter, same as you. We could take Mexico as our 51st state and solve a lot of problems.
