DC should be a place that no one should ever want to spend ANY time to discourage looters. Instead they steal from us to make themselves rich.

Along with her propensity to exercise her god given right to impose HER rules on everyone else, in the name of the "people", to save them from themselves, because they are too stupid to know better, and she is, well, a genius of course. Just ask her. What a bag of guts.
