No Musk did not learn the lesson.

He was riding the wave of the Gore venture money to fund electric cars that fell into his agenda of global warming (he made millions on his his fraud, but that is another topic).

For the time being what we know for certain is that he is an impostor.

So Musk has received about $6 Billion in public funding for his ventures so far and after breaking the securities laws he was fined 0.3%.
Maybe he has learned his lesson:
In the future, take lots of government funding and keep the companies private so you can tweet whatever you want without meddling government employees demanding some of the loot.
