Certainly, and of course we're using it as a forum for ideas. However the sheer might of Facebook, Google, and Twitter have poisoned their proclaimed business model of benevolence, poisoned by the Stalinist ideology of PC.

The uses of Big Data are many and varied. to consider it a tool of propagandists is not accurate. Tru propagandist may use the tools of big data to target their audience (or victims) but to date a large amount of the effort from big data users and generators is to feed trnds within a specific industry to aid companies in marketing and sales pusuit.
Proagandists may use the same tools, but they are not as effectinve in analyzing political thought and voting patterns because people frequently hid true motives in the political area and thus make it much more difficult for Big Data to accurately predict political trends (witness the Trump vctory in 2016.)
