It makes sense. The corners were severely worn due to overuse. So make a track that is impossible to use.
I can see it now - the 2024 Olympics, a new track and field event - Chinese Square Track.
Quick changes in directions are needed in today's world in politics, technology and now running.
I'd like to think that is what was intended, I doubt it though.
However even if it is a spoof, it is feasible.
