From what I understood; the street in question was property of the HOA, and was part of a private gated community; not the city.
Private property that had not played a tax they agreed to pay for 30 years when they were collecting that tax from their residents.

I plan to load up on popcorn. This could get interesting.

They probably hate the idea, but I'm pretty sure the residents are still paying for upkeep and maintenance through their association fees. If they refuse to pay, their property values and quality of life will take a hit.

I have the weirdest hunch that their congressional salaries are not their chief source of income. :-)

I'm betting that's not going to happen. Too much publicity, California egalitarian mindset, and many rooting for the underdog.
