Future Robots May be Considered “Electronic Persons”
First it was creatures in our governments, then barbarians in third world countries Now it's robots we'll have to consider as "Persons" with rights!!!
Look, it's Highly UNLIKELY that any of the above, especially "robots" will ever be willfully self aware...they will never attain an identity beyond mere programing.
I think this is just an excuse to avoid liability on the part of the makers because they know these things might act unpredictablly for a variety of reasons...heck, Humans are having a hard time controlling themselves normally, nevermind with atmospheric charging from solar and cosmic radiation, a weakened magnetosphere and wandering magnetic poles.
Besides the fact...don't we have better things to be concerned about??? Do some of the creatures have, perhaps, a bit too much time on their hands?

On the subject of "robots" having worked in robotics for three years, I assure you that the actual working industrial machines of that time (the 1990s) were at least as capable as primitive lifeforms. Whether, when, and to what extent they achieve parity with humans is an open question. To me, it seems inevitable.
In the scope of future history, simply having many spaceships in action in solar space (planetary space) will be automatic evidence that you cannot differentiate "humans" from "machines." They (we) will be tightly bound internally and indistinguishable from the outside.
Here on Earth, the same will be true, though complaints and conflicts from "humanists" will probably be with us, as is racism today.
But of course a few in the third world countries have become conscious beings, the lines are never that clear cut...just as the strength of gravity is not a constant over the entirety of the earth.
