Only a tiny part of this is for domestic consumption for name-calling Americans with no experience if foreign affairs. It sounds like he's pressuring the Iraqi gov't to adopt some specific initiative. I haven't been following it close enough to know what that is. He's saying they need to accommodate minority factions. We all know that. There's something he wants them to do. I don't know what it is or what the reason is.

On the plus side it gives a handy bit of American Sovereignity to evacuate our people to.

I doubt this administration will use it for anything else.
