Clinton knowingly violated several Federal laws breaching security and the FBI admits it. It was not "confused" about the law, which is as johnpe said it is. Those of us who have had top level security clearances know that immediately, but such a background is not required to understand the law.
The FBI "recommendation" to the Justice Dept. said that criminal indictment is not "appropriate", and everyone knows what that means: "politically appropriate" on behalf of certain political interests.
The FBI director, a political appointee, had to be the one to do it to pretend to be "professional" after AG Lynch had to say she would follow the 'professionals'" recommendation following her embarrassingly open meeting with Bill Clinton. Of course that was a 'social meeting', these people have been in power so long they don't know or care about the difference between their own power and their routine socializing among themselves. No wonder they thought nothing of it at the time and now laugh it off when everyone else understands the obvious.

Comey is a political appointee who was corrupted by the administration with or without the direct intervention of the Clintons. It's all the same mafia -- "turtles all the way down". The law is quite obvious to them, too; the "confusion" is deliberate, hoping that a large segment of the public is confused enough to think the hacks are only confused.

The only "intent" involved is Comey's intent to cover his ass. We are told what an honorable, fair man the head of the FBI IS only to see him fall right into the same pattern of deceit as all the rest. The glowing descriptions of the man now seem like a set-up so that no one will take issue with his decision. Screw that!
