The Government intimidation factor and its effect on the health of society

Sometimes I think the Government's overall strategy is to have so many laws and regulations, with so many varying degrees of punishment ranging from a slap on the wrist to imprisonment, that many citizens are in a mild but fairly constant state of anxiety that they might be doing something illegal.
