Article II, Section 3, of the Constitution states that the president "shall take Care that the Laws be faithfully executed." This is a duty, not a discretionary power. While the president does have substantial discretion about how to enforce a law, he has no discretion about whether to do so.

    It's becoming very clear we are living under a dictatorship. He hasn't even tried to disguise this as a blatant attempt to keep the dems from losing the midterms in 2014. Just like with weiner, spitzer, and that other idiot just elected to the senate, the somnambulists will probably re-elect them to get another 'free' something or other.
