I think it was Will Rogers who used the quote about Congress (not absolutely certain), but he also said, "America has no distinct criminal class except Congress". I think RAH said, "Diapers and Congress need to be changed often, and for the same reason."

Generally I avoid "must reads" and "must see" movies and videos, just out of sheer orneriness, but I made an exception for this one and you are right, it was "well worth the two minutes." Of course, now I have to deal with my rage issues, but my therapist has suggested visualizing the objects of my rage under a guillotine blade, and it seems to help.
There used to be a comedy show called "The Boys in the Hall." They had a routine where one of the characters used his fingers to "squish" the heads of his enemies - extend your arm with your forefinger and thumb just above and below the visualized head of your nemesis, and close, thus squishing the said head. I find it very useful - particularly when watching the news on TV.
