I don't know. It seems hard because in any job you get a culture of people with a notion of how the job should be done and a sense that any outsider is just Dilbert's pointy-haired daft boss. The culture has to change. These less-lethal things like beanbag rounds and stun guns need to be alternatives to using live rounds, not a way to deal with someone waving a knife.
I can understand how the police must feel. They have to confront knife-wielding crazy people on a regular basis. If shooting beanbag rounds is safer and easier for them than some other approach, I see why they want to do it. I don't know how to change the culture.
