Seventeen others tied for second best
Twenty-three others tied for third best
Carter was the fourth best
Obama is the 5th best
It's kinda funny, but the fact that he's even on this list dramatically overshadows the humor.
I beginning to think that one of the things that keeps me alive is my utter hatred of this man. I never believed in hatred since it takes up a lot of energy and bears no fruit. However, after seven years, the President (I even hate using that word in relation to him) has turned me into a hater, which is another reason to hate him.

Wait, are you asking if the State of the Union is a Constitutional requirement? It is. Although it's not required to be delivered in speech form, it is a constitutional requirement to deliver such.
Art 2, Sect 3:
"He shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient"
