In their own minds, no doubt, atheists believe they can be good people — even when they're herding people onto collective farms, political prisons, gulags, and extermination camps.
The atheists who implemented the Reign of Terror after the French Revolution, and who all claimed to worship Reason, all believed they were good people, doing good things to rid society of the irrational elements that had been holding back progress.
Yes, atheists "can" be good people. How interesting, therefore, that they have so often chosen throughout history to commit atrocities.
Atheism is NOT a philosophy. One can be an atheist/communist or atheist/capitalist. no inherent contradiction. Capitalism is a political/economic philosophy and has done more for humans than any other system and when combined with reason and logic, is the greatest source of elevating humankind in history. You don't like us much, why are you in here?

Theism is also not a philosophy. One can be a theist/communist or a theist/capitalist. No inherent contradiction.

Actually, no. "Capitalism" is the name of an economic system, not the name of a philosophy.
The general, more traditional name of the philosophy that underpinned the economic system we think of as capitalism was "liberalism." The phrase "classical liberalism" is probably more appropriate today, given the corrupted meaning of the word "liberal."

Interesting that so many atheists throughout history have committed heinous crimes against humanity insisting all the while that they were completely consistent with reason and logic.
I'm merely pointing out an indisputable fact of history; one that many on this board probably find inconvenient.
