I agree that the case is an important one, but the most left-leaning Circuit Court is still the Ninth. I'm not sure how this ruling classifies as left-wing, because it is a repudiation of actions even Obama himself admitted were actions he took because he couldn't get the legislature to do it. Indeed, those very words came back to bite him in the posterior because two of the three panel judges on this case used those words in determining that the President was not in fact using "judicial discretion" but was in fact actively attempting to create via Executive Order what should have been a Legislative policy decision.
