Yes, if you mean the classical definition of right, meaning that the government and no one else should interfere with your attempt to acquire health care. But the answer is no if you mean that someone has to provide you health care.

I think Dr. Paul means that no one should keep you from drinking raw milk, not that the government or someone else owes you raw milk.
