My guess is that the "breakaway" district costs per pupil would actually go down, not up. They make this prediction based on the current taxes being paid, not the costs incurred. By breaking away, the separate school systems will have the ability to control the expenditures locally, many of which I bet are likely to be rejected.
If all went to a voucher system some of the issues would be alleviated. I know, not everything can work on the voucher system, but there should be some version of the voucher system available. The results in DC show it works. To bad they shut the plan down.
I think that virtually all issues would be alleviated by implementing a voucher system. On a bigger perspective, I think that a similar approach would be useful in taking back the country. Divest the cities to the progressives (let them have their own 2 senators and a couple of congressman) and split up the remainder of the state into conservative/libertarian districts.
