What a load of fertilizer this is. It just another way to block, frustrate and otherwise steal private property rights.

My guess is that these action hubs will turn into an inaction center impeding the rancher, farmer and land owner. They will investigate and obfuscate and invalidate as much as possible while not actually providing any assistance the the rancher, farmer or land owner.
There is almost nothing that can be done, even if something needed to be done, by these hubs that would impact anything in the climate be it warming or cooling.
The mantra for years has been CO2 emissions . If this is the true case, it is manufacturing , heavy industry that generates there. The worst offender is the dreaded "Coal Fired electricity Generation Station" Are these centers going to monitor these?
I don't trust these hubs to be anything other than impediments to the rancher, farmer and landowner.
