I think the root of a lot of these problems lies in office holders seeking these positions for personal advantage. Perhaps there ought to be some sort of temporary disqualification from seeking other offices to minimize the inherent conflict of interest between their job descriptions and how they might leverage their power to garner donations and publicity in furtherance of their personal ambitions.
