First, you have to be black since the POTUS is a racist.
Second, you have to be ass kissing, boot licking vermin.
Third, you have to be demonstrably guilty of a crime against humanity, and a pal of the looter elite.

Maybe there aren't that many that qualify for all three and actually require help from the racist in chief.
