Want to stop the threat? Stop illegal immigrants.
Use current technology to scan every truck and car coming from Mexico and open any that don't pass. Start aerial scanning in Mexico with cooperation of the Mexican government. Put a million riflemen with armor (taken from all those police departments that won't need it) along the border with orders to turn back (or shoot if they refuse to obey) anyone crossing illegally. Block everyone crossing anywhere other than legal existing border crossings.
