I know that House Minority Leader Larry Cafero and others have worked long and hard on this bill and I commend them for their efforts. Through his efforts and the rest of the Republican Task Force, this bill is a long way from what the Governor and his task force recommended and for that I am grateful.
People voted their conscience today and I can respect that. I did not vote ‘no’ on this bill because I am against everything in this bill. There are some positive provisions that I support but they do not outweigh the ones that are beyond over-reaching in their impact.
By not allowing us to separate the individual components of school safety, mental health and gun control, we are limited to an ‘all or none’ vote. Each of these issues deserved individual consideration.
This bill also will require hospitals to report to the government any person who voluntarily seeks impatient treatment. We want to encourage people with mental health issues to seek help. Knowing that their privacy will be blatantly violated will only discourage them from seeking help, which will just make more ‘Adam Lanzas.’
I feel deeply for the loss of the families in Sandy Hook. I don't own a gun. I am not a member of the NRA. I support mental health. I support protecting children from harm and have been a court-appointed guardian and attorney for many who have suffered horrible abuse. I have served on my local Board of Education. I support keeping illegal weapons away from criminals and punishing severely those that commit violent crimes. However, this bill, as a whole, is compromising the spirit of our Constitutional rights – ironically, in the ‘Constitution State.’
As to the emergency certification (e-cert) process, I believe that resorting to it was unnecessary. It is not how our democracy is supposed to work especially when rights are being taken away from citizens that have done nothing wrong. This e-cert process circumvents the usual process of public hearings and committee hearings.
We hear that we want Connecticut to be ‘number one’ in gun control -- better than California. When did California, a state that is regularly in the news for negative reasons, become a yardstick to measure ourselves by? I would be so much more proud if I could say that we were #1 in protecting our citizen's constitutional rights.
A fiscal note outlined by the non-partisan Office of Fiscal Analysis shows this bill will additionally cost Connecticut tax payers nearly $25 million over the next four years.
In the words of Ronald Reagan, ‘It’s a nasty truth, but those who seek to inflict harm are not fazed by gun control laws.’ This package – if it had been enacted before December 14, 2012 – would not have stopped the tragedy in Newtown and I do not believe this bill will prevent another from occurring.
