I will be surprised if we get to the end of the decade without a significant scandal affecting >10,000 people involving spying on computer cameras and/or microphones.
It will be either law enforcement, tech employees, or corporate espionage. There's so much incentive to do it on one side of the scale. On other side, no one wants to be involved in a scandal. On the pro-spying side of the scale, maybe only a few techies need to know to pull it off. I think the scale tilts toward doing it.
