I'm pretty hard line on the rule of law and evidentiary process. Beyond a reasonable doubt is going to be difficult, but a great start for investigation. A few reasonable tendrils of evidence, even if not convictable, may put the integrity of the person under other scrutiny.

Watercraft is the only means by which non-documented persons may travel. Overwhelming, confirmed testimonial, in court, is the only means of conviction, provided those testifying survive.

I don't mean to burst a bubble, but I'm not holding onto hope for convictions, only questionability of conduct and integrity.
