States lining up to defy Trump
This is to be expected. Everything Trump does will be litigated. However, this practice is setting the states up for serious 16th Amendment retribution, just like the idiotic seat belt laws.
State police will not support Federal agencies? No problem. States forego federal funding for X, Y, Z (Education, Transportation, whatever can readily legally be withheld). Congratulations Maura, you are broke.
Personally, I do NOT think Trump should go all out to deport everyone. I think he should go all out to deport scumbags and miscreants. Set up a program fund various PRIVATE companies to train and integrate normal immigrants to successfully function. Pay them on the number who transition, and remain off welfare. Private companies with their own ideas... many ideas... succeeding ONLY when the problem (incompetent, unemployable people) is resolved.
THEN when the obvious complaint arrives that we don't do the same for our own, turn and say "SURE WE WILL, just convert 30-50% of welfare to this program, and we'll do the same for all". Soon there won't be any left, and Welfare can die. Trump is a hero. All these poor people vote republican and democrats are destroyed for decades.
