But, do not give (too much of) the praise to the British Gov for the astonishing story of Hong Kong. It was due to one man- JJ Cowperthwaite, the public servant the UK Gov sent out to administer the, then, poor colony.
Before JJ C, economists and philosophers had written about small government and the free market. It was JJ C that did it.

Another story, before the Supreme Ct ruling against racial discrimination at Harvard, a young chap said-
"I am an Asian American and I also have a dream".
