The recent leg slashing incident has some similarities to the subway attack back in April '22, where Frank James threw smoke bombs and shot ten people, nearly all in the knees and legs--although many more people were injured in the panicked stampede that followed.

At his plea hearing, James defense was, “My intention was to cause serious bodily injury to the people on the train.” He didn't say non-black people, but if the facts show non-black, a racial hate crime would be strongly indicated if not proven.
In photos of the shooting scenes, it's easy to see that many of James' victims were light-skinned Hispanics and Asians, many of them male. The question of whether or not James was only targeting non-black subway riders was apparently never brought up or asked by the press or by the judicial system.
If James (or slasher Rideout) passed over black individuals, only targeting non-black subway riders, he should also have been charged with a hate crime. Racial hate crimes needn't be the exclusive purview of white perpetrators.
When a member of a so-called protected class, demonstrates hate against a non-protected class with an obviously targeted act of violence, the judicial system puts on blinders and barely sees a crime of any kind (usually ascribing it to "mental illness"--not a punishable crime), and, by definition, surely not a "hate crime."
That is a very warped and perverted judicial system IMO.

When we reached California, I crossed the border and drove from Mexicali to Tijuana just to be in a foreign country.
Returned to the USA in San Diego where I saw the Pacific Ocean for the first time.
